A socket 7 cpu has a large area so you could try this:

-clean the cpu and cooler
-place a drop of thermal paste in the center of the cpu.
-place less-than-a-drop of fast drying superglue on the corners of the cpu and quickly place the heatsink on the cpu and press it onto the cpu with ehough force to spread the compound... But don't press too hard... you could destroy something...
