I live in Ottawa also! I just moved here about a month ago and before I was living in Aylmer, Québec. In Aylmer I was using the bell sympatico high speed service and I always got about 100KB (Kbytes and not Kbits) download. As for upload, speeds were about 15Kb/second. However, before getting these speeds I had to apply a few tweaks/patches to the registry. You can find them by following the link below.

When I moved to Ottawa, I decided to try the rogers@home high speed service. Since my roomates have cable, the price is the same than sympatico ($39.99/month). So far I'm pretty happy. Download speeds are always about 250KB/s and upload is about 40KB/s. The only things is that in order to get the most out of connection I have to use a download manager called "download manager". Basically what it does is use 7 simulanious connections so that you use your maximum bandwith (also sometimes sites limit the outgoing bandwith/connection so this gets around that). My only complaint about the service is that they charged my 49.99 this month and I still haven't figured out why...
