improper seating of connectors / PCI cards sounds like the most probable cause. Remove everything, including the IDE cables and see whether you get to the POST screen.
If that works, hook up the floppy and try booting into Windows (which is DOS only).
Other possibilities include bad RAM (3 sec is about where the memory test is going or else where the softmenu could start playing dirty tricks on you).
Clear the CMOS but make sure that the power to the case is completely disconnected, otherwise it won't necessarily work.
