I wouldn't go much higher than 1.85 unless you have a good cooling setup. I believe the V's are suppose to be 1.75...Must be something else if you can't get the CPU to run @ it's issued speed.

In CMOS it should have a speed setting for your RAM...2 or 3. Try setting it to 3.
