you can create up to 4GB during setup of NT4.
FAT/NTFS, however you can NOT create anything larger than 4GB to boot from during setup, you can, like stated previously, if already formatted NTFS up to 7.8GB, be able to install to that partition (I have never tried that portion myself, however)
