You got way ahead of me here, did you slow the computer back down ?
as that beep on the slower ram is bad the FSB is to fast for it.
You need to goto a bare bones system
MoBo, CPU, CPU fan, RAM, video card, keyboard then unplug everything else from everywhere.
Do not even power the HD, floppy, case fans any CD's
try a different video card ISA or PCI, then another keyboard
if no go check the PS or & try another ATX type.
last is the MoBo, CPU, ram
if you read bighammer's post the regulators could have gone bad on the MoBo
which could be fixed by someone that knows what he is doing.
