Yes, companies do sometimes collaborate on these things, no, it is not a conflict of interest. What would make you think that it is?
Not the absolute best review I've ever read but at least it used a reasonable benchmark suite and (briefly) explained what each was testing, better than the "JAASR" (Just Another All-Sandra Reviews) that are unfortunately common these days.
