Either the SPD is copy protected (Micron patent) or you can reprogram it but you would need a specific EEPROM writer.

CAS latency is not defined in clock cycles but through a number of entries like tAC1, 2, 3 which have to be set to the appropriate ns values in order to achieve CAS-2 at a given frequency. You can get the instructions of the SPD programming at the Intel Webpage (warning, this is almost as voluminous as the Bible) but I have my doubt that you would more than catch a glimpse of the complexity of this task.
