Usually you have the max size and the min size and if you don't specify them as the same, it allocates the space for the max but initially only uses the small min amount. If needed, it resizes the file (kind of stupid). Check your setting again, it looks like some kind of a brainfart somewhere, like you forgot to conmfirm the changes or so.
