Methinks the person who told you that was on the right track but a little confused.

New Celerons are basically PIII cores, and more than likely if a PIII core comes out of manufacturing with less than 256kB of working L2 cache but >128kB, it will end up in the Celeron bin. But you never see this because the unused cache cells -- working or otherwise -- are electrically blocked off and do absolutely nothing.
