on a standard slocket, the jumpers only attempt to "tell" the mainboard what voltage to supply.

But ATrend told you that the board cannot support less than 2.0V, meaning no matter what you "tell" the motherboard, 2.0V is the lowest its regulators can supply.

What you need is a slocket that has an on-board Vre circuit, probably a couple small black ceramic packages and maybe a tiny "chip-style" resistor or two.
